If this is your decision on the project then it's unfortunate that this happened, and honestly can't blame you for your decision either. Do I personally think this should stop you from doing what you want? Unless you want to stop then no (that said I have no idea on what work you have that needs to be tackled since you metioned it still having some bugs).
Trolls will be trolls, and even on Greenlight you'll have to deal with it to some degree (be it placing this game back on there or another one). Of course Steam, while popular, isn't the only place for distribution - sites like itch.io and other platforms are available to help grow and get the needed support to help with the Greenlight process.
Whatever your decision I wish you the best.
Take it from me. I'm the superadmin of a popular TTT server. When I ban one person, I get 5 or 6 ♥♥♥♥♥ at me for being abusive, threatening me and my family etc. I just ignore them, because the most they physically can do is type into a chat box and maybe DDoS my server.
If you ignore them for long enough, they will go away.
But yeah man, you aren't going to get ITW good to go off of the same store page, too much bad rep has come from its past drama. You're best bet atm is to make a new name for yourself, release a new game under a new title (you said you were looking at a crafting survival game, have you put any thought towards "Surviving the War" for an alternative title?)
I'll still be keeping my eye out for a finished successor to ITW.
And he has ZERO control over what gets reactivated on the store. That is 100% valve controlled
