Check if the lagging thread is still the GPU . ( the thread with more ms that is pushing the frame ms up )
I just want to know if that 970 is powering trough it , or if even with a GTX 970 , the bottleneck is still the gpu .
I'm not sure , since I haven't tested it myself , but I think at this point the game doesn't support SLI.
That will come in later updates. Sadly for now , it will only use one of your 970s :(
Kinda wondering if the 970s and 980s overcome the gpu bottleneck , or if with those beast cards you "break" though the GPU being the Weakpoint.

I'm currently playing the game in "potato mode" sm4 + dynamiclightning=1 , it looks messed up but it's the only way to make it playable on my rig.
Lets hope optimization comes fast :)
