This has happened to us as well. Lost 2 stegos and a scorp to it. Thankfully we forgot our second scorp on neutral, and it killed the raptor after it came after him :D
He said radius around human structures. Not the whole ground within your fences. If you make you fence too large there will be spots where they can spawn. Only solution is to put foundations in your pen.
Lets say your pen is a circle. If the radius of your pen is larger than the no-dino-spawn-radius then in the middle of you pen theres an area where wild dinos can spawn.
I also have a gated compound, but I do not think this is a bug. I'm not sure about your specific situation so It's hard to provide insight into that, but in my situation. My tribe claimed the "Hidden Valley" region up by North 2 spawn. We have one large community structure on the rise just behind the pond, and a gate wall system on the 3 natural approaches. However most of the area between the gates and main building is open. I'm very familer with the distance of the radius for resources respawning, and if it's similar to radius for dino spawning... There's a lot of room in our compound. We're not far from spawn, so the nastiest thing I've seen in there after the gates went up is a pair of Dilos.
You could try popping up something like a thatch foundation, or a wooden fence foundation to help fill in the spawning gaps perhaps.
I wouldn't mind the ability to adjust resource and dino spawn radius with a "use at your own risk" disclaimer of course :P. A small hidden cabin in the woods looks kind of silly if the tresources near by won't grow back.
I invited a stego in for berries and a nap. I had to put everything on passive, and didn't set it back.
Yeh they still do, hence why I sleep in my base with 2 walled in raptors to guard me while I sleep.
