Dont think it will be in until 171 which hasnt dropped as of yet.

You have to add this to your GameUserSettings.ini file:
[MessageOfTheDay] Message=Welcome to this server, have a lot of fun.\nReport any problems at ... Duration=20 (\n is for line breaks)
