No, it's just a command wich lets you use admin commands. Only people who know the server password can use it.

If you want any player or certain players to use that command, you should install the "Permissions and AdminPermissions" plugin on the server. With them you can configure groups of players and what permissions you want them to have. As for example: paint dinos with commands, assign the creative mode, broadcast etc ...

Si deseas que cualquier jugador, o determinados jugadores, puedan utilizar ese comando, deberías de instalar en el servidor, el plugin de Permissions y AdminPermissions. Con ellos puedes configurar grupos de jugadores y que permisos quieres que tengan. Como por ejemplo, pintar dinos con comandos, asignar el modo creativo, broadcast etc...
