Sluggish mouse?
GTX 770 2gb
AMD FX 8350
12gb ram
Windows 7

Everything up to date, and I manage to lag on almost any setting with a fresh install of windows. Lag is one thing, but the mouse being sluggish as it is makes it not even playable for me right now. Anyone else have a sluggish mouse problem?

Yes, I also notice the mouse lag.
While I get decent fps I still notice that mouse movement is sort of delayed. Like there is some issue with mouse acceleration were it starts out slow and then moves faster making you feel like the controlls is not 1 to 1 with you moving the mouse.

(Win 8.1, 32gig ram, 4770K, Sli 780GTX stock OC card)

i think they have it set on mouse smoothing by default i seen it in one of the ini files so maybe thats the issue i mean that is unless you are also getting crap fps

Yes, you are correct.
C:\Program Files (x86)\Steam\SteamApps\common\ARK\Engine\Config\BaseInput.ini
(Or similar depending on where you store your games)

Change from true to false and save:
[/script/engine.inputsettings]
bEnableMouseSmoothing=false

Game still run like bantha though, but the mouse issue is gone and setting everything to low will make it clear.
