You press the /? key. Also, if you're stuck in a chat box. Hit escape twice then press enter. It should get you out of it.

/ will get you tribe chat box and [Enter] will bring up general and [ESC][ESC] forces the box closed.

With the new change to local chat i am unable to get out of local chat, enter and /? doesn't work anymore....

This issue hit the server I play on, and since there's only like 4 people that are on frequently, this is annoying to deal with
