Doing otherwise can cause the client joining in with a missing mod or an out of date mod and cause the client to have half their base vanish or a corrupted server saves.
It cannot be turned off.

I am confused as to what your use case is here... i.e. what was your thought process in having a non-modded client connect to a modded server and think it would work?
This is controllable... But only by the mod author themselves when they publish updates to the mods. But typically having versions out of sync can lead to negative outcomes. So most mods force a version sync.
Only those that maybe affect the client side interface would be safe to let fall out of sync.
