The nerfed version is given for free by the game, but if you want the full effects you need to unlock and craft tek armor (by beating the bosses on other maps), and power the tek armor with element.

NO.
The free version given to genesis 2 characters has no durability on purpose. It has a low armor value, on purpose. it also has many nerfed versions of the tek armor's abilities, and they don't require element as fuel, on purpose.
If you want high armor values, you need to unlock crafting of tek armor, by beating bosses. Then you need to craft it, and then you need element to make those functions work. The tek armor you make will take damage from attacks, and require repairs.
The assumption is that by the time you reach genesis 2, you've already beat all the bosses on the other maps and you've unlocked all the tek recipes.
A totally new character wouldn't have the unlocks from beating the bosses, so they wouldn't be able to craft any tek armor.
My current main character on genesis 2 was started on that map, and that's all he can use, is the nerfed free exo armor.
You will be able to max it out to 216.6
