Report a translation problem
Just go after gliders, leapers, or climbers, like they have on aberration. I don't know of any mods that will override that feature of the map (doesn't mean they don't exist tho).
Rock drakes are great for getting around, and front line fighters. They can go toe to toe with the big boys. There are other gliders too.
Bloodstalkers are all terrain vehicles - superjump, wall crawling, webslinging. They can even swim underwater too. Not the greatest fighters tho. If they get super low on health, they start draining health from the rider. When you "ride" them, they sink two claws into your back... they just start sucking your blood through them.
Shadowmanes have an amazining teleport super-jump. Incredibly tanky too. Can go predator stealth mode too.
Dinopithecus can climb, jump, etc.
I'd be curious to find out of desmodus work on the map. They're the giant bats from Fjordur, and have the unique ability to be ridden in all kinds of places you normally CANNOT ride fliers, including caves. The author of the map may have simply made the entire map a "cave" like the three sub-realms on Fjordur.
And then you can just ignore normal tames entirely, and just get a sinomacrops. It's a shoulder pet... but when it's clamped on your back you can fly, glide, and parachute. It also scares away pest dinos like the seagulls, pegos, etc.

It has to be added as a startup parameter. Checking the box in the in-game settings menu will not work. Why is it in there then? who knows. There are bunch of settings in there that don't work. Click the little box, won't work.
You can add startup parameters very easily in single player on ark, by going to the game properties and adding the following text to the "launch options" box:
-ForceAllowCaveFlyers
But we don't even know if that's how the maker of that map set it up. I was only guessing. They might be using other methods to prevent fliers from working.
That is how he wanted to make the map, its right on the mod page.

Later on he announced and pushed an update that reverted that decision back to how he designed and wanted the map to be in the first place. Flyers are blocked, it is a no fly map, he wants players to see the map from the ground.
There is no ini options to turn it on, not even in ASM, there is no command that seems to work.
You can try and see if you can force spawn some flyers by replacing some spawns with flyers in SP but unsure if that will work.
You can join his Discord and ask, Fjordur does allow flyers, never had a problem there.
Besides, Svartalfheim is modded content. By definition, It's not how you 'should' play ark at all.
