Gacha Claus on the Center?

Gacha Claus is not spawning for me on the center, Its seems fine with the Raptor Claus but there seems to be no Gacha Claus?
I have also checked areas where Parasaurs spawn and there still seems no sign of them

My issue is that its super sus that it pissed down the hardest cant see rain 5 min before santa comes every night so you cant see him or get presents. Not fishy at all, why bring it back and then go out of your way to make sure no one can get presents. Very elon of you
