I started off with a foundation and extended it as deep into the water as possible. I then extended two ceiling tiles across the water - all it'll allow me to do with the foundation:

From there I kept building with the following sequence. Build a pillar down from the furthest tile until the pillar reaches into the ground underwater. Then extend two more tiles with the new pillar's support. While progressing, demolish every other pillar once the next pillar is able to take over its support, to reduce part count of the bridge and to refund a good amount of resources.
Here I've already demolished the 1st pillar after the 2nd took over its support. The 3rd and 4th pillars have been built so the 3rd one can be demolished:

Here's the finished bridge:

The pillar heads are jutting onto the bridge but they don't impede movement. Once the bridge is built this far it's easy to give it width for better looks and/or bigger dinos. The pillars allow placement two squares away, so you can extend up to five tiles wide with the pillars in the middle, or you can go through extra effort and make it look nice extending it with extra pillars, leaving the pillars to the edges of the bridge.
