Because they aren't true tranq darts (notice the difference between arrow and dart)
You're essentially firing a slightly more surgical arrow coated in poison - You're not shooting a syringe at them. Dinos - Will - Bleed.
There are some exceptions now, like the Argentavis, that require a scorpion thanks to the arrow damage buff to fliers, but that's a whole different story.
You're only trying to knock it out, which means the arrow only needs to hit them.
Click and release quickly to shoot arrows, and you shouldn't have any more problems.

I haven't played in a few months and I NEVER remember having this problem...
The only time I have ever killed an animal when trying to tranq them with arrows was when I forgot to actually equip the tranq arrows and was shooting regular arrows by mistake...
The bow you use DOES matter. And yes pulling fully back does more dmg. Which is important.....

It sounds like you are useing a standard bow, which without bonus dmg makes it tougher. But you need to wait 5 seconds before firing bow again to get FULL effects of tranq arrow.
The extra dmg is VERY important because when you get the bonus torpor DOT after the intal hit, thats free torpor basicly. in a way, hehe.
So, in a nut shell, use best bow you can, full draw, adn wait 5 seconds between shots.
I'ts not really "misinformation" when it was from the games initial release a year and a half ago...

A few tips:
Pull the bow back all the way and aim for the head. After it hits count . 5 before firing again. The amount of torpor you inflicted is tied to how much dmg you did. More damage means more torpor. Shots to the head also add a bonus damage effect. Some dino's are low health and will die if you don't wait the 5 seconds.
Use the crossbow. A high level ptera should go down to 2 or 3 head shots.
There are darts and they are the best to use but they are expensive and they are unlocked at a high level. So don't wait for them.
The torpor from the arrows doesn't stack so if you don't wait the 5 seconds you just do more damage than you add torpor
Are you actually sure about that part ?
Was under the impression that each arrow added to the time of the torpor over time debuff. Meaning that if there was 3 second left and you shooted another arrow you would have 8 second of torpor debuff.
So a creature "Z" with level "Y" should always take X arrows if you don't wait more that 5 seconds between arrow (the giga being an exception since it's torpor regen is faster than torpor debuff)
