Personally I've always settled on flat cliffsides next to waterfalls in the western part of the map. There's a double waterfall leading down to the coast near the green Obelisk. It has two flat areas on either side of a waterfall dropping into a small pond just off the coast - Build on one side and bridge to the other for a great scenic house.
Don't settle too far up there - But keep it in mind for later. You can fly up there for short trips or ride. Or settle close enough to get there fast (There are a few waterfall bases close to the mountains in the north too)
Good ole' Death Island. It also has a cave if you're into that thing.
It's a good location, easy access for resources and it's very rare you get a dangerous dino spawn (occasionally a Carno, Scorpion or Sarcho will find it's way nearby, we're talking once a month kinda stuff)
It doesn't have a lot of the basic resources though - And it isn't really "safe" because of the dino spawns it has. It makes for a very pretty place to build a base though.
