2 ACCOUNTS, ONE pc
Is there a way to have my own survivor on the same PC as someone else? We each bought the game on Steam but only 1 PC in the house can play it.

yes you can.

two separate steam accounts can play on one computer.

though I don't think it can on local, or something. but on online servers it can. while I'm at work my wife plays some on her account, i get home and play on my account. same server even.

You can have separate single player environments, but it comes down to having to install the game twice. So that each account points to it's own unique install of the game.

I'm having the same problem. How do I install a second version of the game if we both own it through steam?

You only install it once, both Steam accounts use the same local files to play the game. I haven't tried this for singleplayer games but when you play online, the server gives you your character / levels / stuff based on the Steam login information.

-edit-

It looks like both accounts do use the same singleplayer save game, so if you both wanted to play singleplayer and not share the saves you would need separate Windows accounts, and then different installation destinations for Steam.

I believe it should work that way.

To save download time, once the first account downloads the game, those files can be copied and pasted into the second account's Steam folder.

Save your Steam to different drives on the computer (C: and D: drive, then when you log in, it will go to whichever drive your acount is saved to.
