I used about 30-35 arrows for lvl 6 trex.
But to be more clear it is in how the arrows work. When you hit something with a tranq arrow they get an effect that makes their torpor go up over time across 10 secounds along with a small amount form the hit. This is why you can spam arrows into to something and knock it out quickly. But if you fire an arrow and then wait (or run for your life) before firing a second arrow each arrow will effectively give you more torpor. So you could dump 50 in all at once or you could to 20 or so waiting for them to get their full dose in.

short answer: if it's level 60 or under and you're firing from a crossbow and never miss or go more than 5 seconds without shooting it, then yes.
for regular bow then same conditions but under level 30
