Negative. Transfering from PVP to PVP should be allowed. Transfering from PVE to PVP should not be though.

What you mean by "unfair advantage"?
Does schoolchilden have "unfair advantage" against working people who can play 1-2 hour per day only? Yes they does.
Does clans with 4-5 people have "unfair advantage" against solo players? Yes they does.
Game itself have a lot of situations when one players have "unfair advantage" against other.
ARK Data Transfer allows to make this unfair advantages less noticeable. Because with data transfer more depends from how you prepared before moving to server. Not amout of playes in clan or online time per day.
