Cooking: "Submerge in Water"
I can't figure out what this means. Tried waterskins and bottled water. Really not sure what else to try.

I don't really understand your question but maybe it has something to do with cooking on the cooking pot?
If it is about cooking, you should put in a full water skin. Emphasis on full.
just put waterskins inside it. works fo dyes so cant see why not food.
you need to find an item called "notes on rockwell recipes" it tells you what the measurments are for each thing.

25% or more full waterskin is all you need. ill leave the rest for you to find.
All of you are incorrect. As my original post says, I have tried waterskins (and bottled water). I've even tried multiple waterskins and bottles (five).

And no, the notes do NOT tell you what the measurements translate to.

Same problem here. For the Rockwell Medical Receipe. It says 1/2 Dollop of Stimulant ( is in the pot) 2 handful for tintoberries (is in the pot), submerge in Water (I have put lots of water in it, but maybe 3 are not enough) and cook. But all I get from it is red dye.

Remove the charcoal as it cooks, that should work.

You would think that it would be more helpful if you provide information like, say, i dunno, what you are trying to make?

No, the cooking pot works like the campfire/refinement forge etc, if the right stuff is inside and it's lit, it uses up resources and turns them into whatever the recipe is.
As a side I have noticed that the cooking recipes are really picky about the order and what you have in your cook pot. I've only got them to work with the recipe in the pot followed but the items it requires in the order they are listed. I've also notice using wood will break it as you will get charcoal randomly.

thats all I can suggest. They do work they are just really picky.
this is the Recipie:
3 servings of meat
5 savoroot
5 longrass
1 handful of Mejoberries (this is a measurement not just 1 berry)
1/2 dollop of Narcotic (also a measurement)
submerge in water (this line is what OP is asking about)
cook in a cooking pot

The ark wiki says all cooking needs at least a waterskin and about 3 wood burning length time to cook.

My personal guess is that you were close to the idea of adding more water aka: more skins.
