it's possible your mic is set to allow exclusive control by an app or something. I dunno. Check your sound / microphone properties in the control panel. Try turning off exclusive control or otherwise experiement.
Also consider using another program such as Teamspeak or Skype. They work better than Steam chat. Steam chat is slightly delayed (moreso than those programs) and very low quality.
Select "Recording Devices".
Right click your mic device and select "Properties".
Navigate to the "Advanced" tab, in the window that popped up.
DESELECT "Let applications take exclusive control of this device" and "Give exclusive mode applications priority".
Click "Apply".
Click "OK"
You should do this for all sound devices, to avoid programs monopolizing your peripherals.
You'll need to restart any programs that are currently using your sound device, after doing this.
PS; Typefrag has 5 slot servers for less than $15/year. I've used them for years.
So are the viruses and spyware that come with it.
You're welcome bud...and I was serious about the viruses and spyware.
The spyware seems to be native to Skype, and the viruses... well, just be careful who you Skype with. Skype isn't exactly the most secure thing in the world.
