Let's say one rock has 500 HP, you use basic metal pick and do 300 damage each hit, you will need 2 hits to break the rock and you will have 100 damage "over hit bonus" that will give you more mats.
Now let's say you use some ramshackle metal pick and do 500 damage to the same rock, you need 1 hit and you will get less mats because no "over hit bonus".
So you need to see according to your melee damage and the tool damage what is the most profitable for you. Breaking rock/tree with one hit if you don't have ++ melee damage is generally not profitable because you don't do much extra damage so it's better to take a tool with lower damage base to make it 2 shots and get extra.
