How do you do the per-pixel painting?

Drag a dye onto a paintbrush and then hit a sign with that paintbrush. It'll open up the painting interface, which will give you the instructions on how to paint.

Be aware that on some signs, like metal billboards especially, the painting interface is actually stretched vertically. So whatever you paint will come out a fair bit squatter when you step back and look at it.

The lighter coloured paints are also opaque, so I usually dye wooden signs white before painting on them.
