They both need to play different roles.
If this was a zombie game, the crossbow is the silent weapon that does bleed (damage-over-time) damage. The gun is the noisy weapon that does high instant damage.
If you give the crossbow explosive bolts, it would be no different to a gun.
I prefer if the crossbow is the hunting weapon, the metal bolt will do damage over time. So good for hunting those dinos that run away, but eventually they will die due to losing too much blood.
And for explosive bolts they would be AoE damage. A lot less damage than a grenade and really the main use would be like I said, just for knocking away smaller enemies.
I do like this idea. Maybe just have another type of arrow that does DoT. DoT arrows would be better when hunting or kiting an enemy versus the instant damage arrow that would be used for scenarios where you need quick damage.
