True, they may leak a bit fast, but you'll get a proper jar later that doesn't. So it's just to make you feel like having to start with crappy stuff.
Since I usually stick around beaches in the beginning and avoid running, I actually never needed them except for making dyes.
Just be sure to stand in the right spot: put the waterskin on your hotbar and slowly approach the water. When you're close enough, the hotbar key will brighten and if you press it then, you'll fill your waterskin and replenish your hydration.
You can also fill the waterskin at a tap if you put it in its inventory. :)
EDIT: If you go too far into the water, you won't be able to fill it, yes. Seems there's a sweet spot for this.
I personally feel the water jar is way too expensive in cementing paste. Hell that's about as much cementing paste as some metal construction pieces. In my opinion, I think the cementing paste cost needs to drop or metal jars need to carry multple swigs of water for a person to drink.
