Anywhere there are standing pools of water, especially if they're part of a river or near one.

If you're not on an offical server, it's possible to change the spawnrate of every dino. :)

sarcos are common on the north-west shoreline in official pve servers anyhow

I agree. The only place they seem to be at the moment are at the north west ocean area. I saw 6 at once over there after searching the entire map. My base is on the east coast and it was quite the journey just to bring him back. By the way the crock sux and can't hit anything because the damage target area is extremely small and close (Only can hit just to the right or left of its head).

6?! I need to get out there. I flew all over my server except around there and only found 3.

I've seen them in the opening to the river near death/dead island, and along that river and the marshes near it. I've seen them in and around the Hidden Lake (Note: This lake is NOT called Smugglers Pass!!) and around my new home, where the river that runs North into the Northern Shore, down through falls and where there are standing pools under the final fall on the Northern Shore, shown below.
