Inland builders have an advantage of easy protection for their dinos. Larger access to resources, larger range of dinos to tame ect... On an island you have only the resources that regularly spawn there, and taming mainland dinos is out of the question (drowning).
Oil is something you only need in small batches for the most part. Metal is constantly being used. Why not make metal more universally available? Tribes are already walling off cave entrances.
