This.
I often park my bird high in the air, parachute down to my remote ocean base, do my gathering, then use spyglass to call bird back down.
Keeps it somewhat safe from pvp. Can still get sniped, but harder to notice. So I haven't had much issue.
Their is a max range on the spyglass, too, though. Don't leave them Too high.
Also. It was lvl 44, after taming with 94% it became lvl 23...
Update: flying to the nearest mountain didn't help...
It considers a certain height as the floor. No matter what you do it won't go lower, it tries but it won't go lower. Also landing it on a high mountain and then trying again, didn't work. It lands on the mountain sure, but it refuses to go below a certain y-axis-level.
Untamed ones also do this on a regular basis.
I see Argentavis's do this more often. Like they want to attack me but they can't, they just keep floating above me at the same height.
Yes I will abandon this one (already dumped it at a mountain) but it occurs more often and ONLY with Argentavis's.
