1st, make sure your server is actually up and running. Use the battlemetrics website's search to find your server. If its red its down.
Time out most of the time (for official servers) are due to the server being down.
If it isnt read and there are other people on the server per what battlemetrics states, then while it could be due to some reason for an Ark update, it also could be to some firewall, virus checker, or your internet provider blocking etc. And there could be other variables at play too.
Neither of you have the exact same variables that the OP is having(ie he's not crashing nor is he on an unofficial server). Don't piggy back onto another's thread with completely different variables for an issue/issues because that skews any help they nor he can receive in most cases.
If you're crashing, for example, make your own thread and cite the crashing rig's steam detected system info, crash report, etc.

If you cannot join a server since 2016, there are all manner of variables that can be going on. My main one to think about is again either firewalls on your comp(or router too) are blocking you or your internet service provider is. Or you are playing with a comp that has other issues due to being too old etc.
Cite your steam detected system information(help menu-system information.... copy paste it), and cite the specific message/error message you are getting.
Also, its in some cases not enough to "disable" some virus checkers etc. You have to in some cases completely remove them from the comp. Webroot for example was really giving people issues back in the spring and summer and folks had to completely remove it then... not disable.

i dont actually get an error message....all i get when trying to join a server is joining failed/connection timeout
2. You have frankensteined a low end rig with a low end 1000 series card. This means you need to be playing in settings that match the limitations of that rig. Get the nvidia geforce program from the nvidia website and not only will it update your graphic driver prompt when a new one is available, it also tells you the recommended settings for your rig's limitations.
3. For testing purposes, use official servers to connect to. This is because no mods and default settings.
With that said, you need to check not just your windows firewall settings(disable that) but also your router's. Make sure you can access correctly other servers. If you are using a weak wifi, consider trying to test by plugging directly into the modem instead.
Make sure you have ---removed--- any virus checkers as well. Not disable but removed completely.
Then test to connect to official servers. If you still cannot connect, talk to your internet service provider to see if they are blocking you in some capacity.
4. Are you family sharing the game by any chance? This could also be a cause.
Try these and if we still have problems then we'll look at other things.
