Can we look at the real issue here? I don't think anyone here wants the game to be flooded with bullets (though from what I understand, large tribes have no problems with ammo anyway), but the OP has a point about shotgun shells.
They take a larger quantity of resources to produce than another bullet that is indisputably more effective, and the niche of the shotgun is already better-filled for fewer resources by a melee weapon. Something is wrong with this picture.
Yes, ammo should be scarce and expensive to make, but it needs a payoff in line with the effort that goes into procuring it. I've seen vids of shotguns put to use. They all showed underwhelming results, and there were no instances where the player wouldn't have been better served by just stabbing whatever they were shooting.

Well said, I agree. I have no problem spending a good amount of time stockpiling and farming for ammunition, but in it's current state, shotgun shells just aren't strong enough to justify it's cost.
That said, they are beastly against players point-blank, both barrels to the head will drop any player even in flak. First one won't do much but is almost guaranteed to break the helmet. Second one kills instantly to the unarmored head. Body is also pretty effective, even if they don't die just switch to melee and finish them. Amazing burst damage. Also great for taking out Argentavises. Two shots can even put down most wild Rexes.
I think the effective range is the primary issue, actually. You don't want to actually get that close to most of the things the shotgun is useful against, and with the cost of the bullets you're better off crafting simple rifle bullets or advanced pistol rounds to pick things off from a distance.
If it's actually safe to approach something, it's probably better to kill it in melee anyway; you can definitely do enough damage, and the resource cost will be much lower in the long run. So, instead of simply reducing the cost of shotgun shells, how about:
- Decreasing the shotgun's cone of fire to extend its effective range to 30 meters or so (as in, the range at which most of the pellets will hit semi-reliably.)
- Decrease the number of shotgun pellets and increase the damage per pellet slightly, but decrease the total damage of the shotgun slightly.
- Decrease most projectile damage multipliers against flying targets to 2x, give shotgun shells the 4x multiplier.
- Introduce a fabricated shotgun for later-game use.
