Report a translation problem
They need to add it back to the chat window.
Make a backup of your MOTD.
Additionally, verify the global ini message delay line is set to 20 or more seconds.
Then in the console type:
enablecheats ADMINPASSWORD
then type:
cheat SetMessageOfTheDay Server Maintenance blahblahblah care deeply about your time blahblahblah test complete. (or whatever other message you want to put)
Then time the message once you hit enter and adjust accordingly.

Note:
This should alert new users that join in the timeframe between when you broadcasted the message and when you will be taking the server offline.
Edit: be sure to use timezones when projecting a down time for the server. ie. GMT 7:00 etc...
Testing, it changes the message, just can't get it to display to in game clients, standby.
For example:
SERVER REBOOT IN X minutes (.....................................................................................................................)with all those spaces afterward.
Each should buy you around .5 seconds. :D
TL:DR
Open Notepad, type your message, hold spacebar until content, copy/paste into the console, done.
