There WILL be an option, I assume within the month or two, that there will be airtight constructions so you CAN build underwater like that.
Was going to suggest this as well. Building in underwater caves is very viable. Make sure to place several auto turrets around to tag raiders as they emerge from the water.
But i can place a base underwater, near the surface, only to storage rare itens, right?
I only need Oxygen
If i build structures in underwater caves i dont have any problems with this?
See a lot of people talking about "blocking caves". It's only to surface Caves?

The type of people who complain about blocked caves are the type of people who will never go to the effort to even find an underwater cave, much less complain about it when somebody beat the to it. It is more likely they'd complain that the water prevents them from getting there. These are the people who not only prefer the path of least resistance, they're unwilling to even contemplate any other.
There are a number of underwater caves suitable for habitation, we've got an alternate base in one ourselves. Good place for stuff you want to keep really secure.
This is the first idea, to save some resources and others if we got raided in the PVP Weekends.
