How to limit FPS?

My computer tries too hard and eventually burns out/closes with a black screen bug. The only way to fix is to limit the FPS in the game or underclock it hard with battery settings, which ♥♥♥♥♥ performance Too much.

Basically, command to limit fps/set fps max?

I use bandicam to limit FPS in games. I think the free version also works for limiting FPS, but has a time limit for recording (might be 10 mintes?) and puts a bandicam watermark on vids. As an alternative I think fraps might be able to do it also but haven't used that.

This latest update I'm getting 60+ FPS, but I limit it all the way down to 30 FPS just because of heat.
