Could also try with a slingshot. Usually, for me, 1 head shot from my crossbow ends up with a sleeping Ptera but I have wild dino resistances turned up.
My experience, all the Pteras I've encountered will go down with one arrow from a cross bow, just go for a body shot. The only one that took two was a lvl 51 I found. And yes, a shot to the face will almost always kill the lower level birds.
Using a normal bow over a xbow can help as well with knocking out Pteras since you can fire an arrow without a full draw and lessen the damage. You shouldn't need a whole lot of torpor to drop a Pteradon.
When they're that frail, you may need to resort to the slingshot. One full-drawn headshot from a slingshot might knock it out right there. It might even kill some low leveled Pteras outright though.
Other than that, keep trying to find a Ptera that will take an arrow to the backside and not immediately die. It's better than the alternative of training a Scorpion to knock out a Ptera in one sting.
