Not always.. Most likely incompatible hardware (EG : Integrated OLD GPU or similar)
I also have a Dual-Core 64bit, and im holding of from getting the game untill i get an upgrade to at least and i3 or higher depending on what my budget will allow in in the next few months. The Dual-Cores can run it with 4GB of RAM (witch i would deffintly recommend getting) but they will have a hard time when loading and unloading the game from the 1 time i was able to test this on my rig.
For your GPU rightclick on your computer icon on the desktop and select "manage" then goto "device management" and look under "display adapters". That is going to be most important for overall performance of this game.
Try to right click ARK in steam library, the click properties and in General tab click launch options and write there

Yeah he missed the most important part you want to add:
-sm4 -d3d10
-sm4 = shader if im not mistaken.
-d3d10 = forces dx10
They go hand in hand though.
Also since you have 3GB RAM run it on low memory, you willl need it.
