However the chance that they are going to make an open world game this huge with so much stuff in it run on next gen consoles at 60FPS is likely pretty low. Even a game like Witcher 3 doesn't run at 60FPS on next gen consoles, so I wouldn't get my hopes up. Now for PC, if you have a good enough rig and the game gets optimized well enough to run on consoles then I am sure you could get 60FPS in most areas of the game once it gets completely released for PC officially. But even then I would expect some areas of the game to drop below 60FPS at certain times.
They have made a few optimizations that have gone a long way, but that was more to just make the game more playable on lower end machines. They have not really touched the service for improving code to pump out more fps numbers. They are at the stage of the game where they are just introducing all the new content in stages that they want to be out on full release... after they have added all this stuff and performed a majority of the bug fixes.. then they will start to clean up the code and optimize the game more..
When this happens I would expect people to see close to double what they do now in terms of fps. This is the case with most games at this stage.. so the numbers you are seeing now are no indicator for what you will see in 6months or even a year when this game releases.
