You explained it yourself. It was used by trolls to grief.
The patch notes themselves are explanation enough, something along the lines of "removed from PvE servers." Player vs Environment. In this setting, another player should have -no- power or ability to modify, damage, or manipulate another player's belongings be it structures or Dinos.
The ability to paint on another player's buildings in PvE was an oversight by the developers, it should have never been possible in the first place.
I am sorry that you feel that this fix will now diminish your playing experience, but you would certainly be one of the very few. Fixing this oversight is going to benefit a lot more people than it'll inconvenience.
with any luck though, once the tribe war options are introduced you may just be able to go back in to business.
If you miss painting for all your friends on your server how about creating some pieces with a chance to win a cash prize!
I won last weeks with absolutely zero competitors, which is more than a little embarrasing.
It would be great to see everyones paintings proudly displayed there but it's not getting much attention.
Anyway just a suggestion to keep a fellow artists idle hands busy, keep painting!
