Not the game.
For instance I run my own server. Earlier I had a disconnect and some stuttering and normally it's flawless. Started tracing and sure enough the upstream provider has bandwidth contention in their links (manifests as increased latency from buffering and packet loss).
It's not the game.
This is an image of my route to my game server when I was having problems. Colocrossing is a colocation company in Dallas, they were having issues with their upstream provider zayo.com. Filed a ticket, waited, problem solved.
