Can't craft spark powder

I would check that also. they should be right there once you look into the mortar and pestle

I do have spark powder and gunpowder learned

Ensure you are on the right page for crafting. Narcotics are under drugs while sparkpowder is on the front general page. I know the crafting page is supposed to reset when you enter and exit the inventory but I have seen other posts about the pages being all derpy.

Un install the mods. Then try them one at a time, to see wich one is giving you the problems.

The increase stack size mod is known for this.

2 years late on this but you can also try picking up the mortar & pestle and replacing it, worked for me. Issue was due to increased stacks mod. Hopefully that helps someone down the line.
