How do I make my Dilophosaurus spit?

I have a pack of Dilophosauruses and I'd like them to spit at things to slow them before they run in and attack. Is there a way to command your dinos to do their special attack without riding them?

tbh, i dont think there is a command to make them spit, but what i have learned is to get as close to the enemy u want to take down as possible, then order to attack, they normally spit at close range and should do it consitantly, or so i have seen

No. The''ll do it automatically. They'll need to be in front of said beast to spit in their eyes. Once the prey had turned and running, they cannot slow it down. So just go in front, and issue the attack target.
Find a beast on the beach, and have them be between you and the water. You'll have hood chance to either slow them with the dilos, or have them run in the water, where you can easily kill them yourself (unless they are turtles, but those usually come to you, rather than run)
