he is talking about a creative mode similar to minecraft.
as for using admin cheats--sure--but it gets tedious when you have to continually spawn something because you can only spawn a little bit becasue of weight.
i love getting creative and building stuff in single player, so a mode where you could have infinite of what is in your quickbar would be great.

So "admincheatGiveItemNum 179 2000 1 false" would give you 2000 metal walls. It's not perfect creative mode, but that and the ghost/fly commands and it gets close.
Can't spawn 2000 walls. There's a limit of 100 for most things and some only allow 50.
Additionally, I would like to be able to make multiple worlds for different uses like I do in Minecraft. I like having some worlds of different modes. I hope we get this feature along with Creative Mode.
