Drop the -sm4 from your startup options. I was reading that it disables a lot of the advanced lighting stuff like that.
If you are within view of the moon, there is actually plenty of light. East 2 starting position has reat visibility even at night.
Yes, but this is a video game.
Ever been outside riding on a dinosaur while looking for glowing obelisks to guide your way?
In my opinion, the darkness is fantastic, it's another thing that can get you killed. Also great for pvp purposes. Try spotting a sniper in a dark forest half a kilometer away.
On the other end of the see saw, can be a pain if you fresh spawn in a server at night.
Personally, I like the darkness. I can't see them changing it either (forgive the pun) because if some people could see and others couldn't it might be a bit unfair.
And yet when you look directly at the moon in this game it blinds you to hell.

If you are playing single player or a PvE server you can hit Tab and type in Gamma 4 for brightness. It goes as low as 1 and as high as 5, the default is Gamma 2.
If you are on a PvP server, you can only turn up brightness by alt tabbing and going into control panel, go into your video card settings and change the brightness.
