Also why does no one mention that you can't use Tribe Chat with it on your hotbar? Terribly designed item imo. It should just be the standard /whisper or /tell chat command that's been used in online games for nearly two decades.

No I don't. For me it makes no sense disallowing a great feature in a game which is related to play in a group. ARK is so heavily tribe related and why would you disallow a tribe to communicate over a very good way? I mean, what disadvantage do you see here?
To use the radio you must have it in your action bar. It does not have to be equipped, just present in one of your 1-9 slots. Putting the radio back into your normal inventory will turn it off.
When your radio is active, your tribe chat button (default / )is replaced by radio chat and. Everyone on that given frequency can see what you type into radio chat and hear your voice chat.
