at least the oil ive seen by my base anyway

I assume your using a regular stone pickaxe or stone hatchet, but only metal tools can efficiently gather oil. It only take about 2 metal to make the 1 metal ingot needed for the metal pick so its a worthy investment. After that you can get a much larger metal drop rate from most metal rocks :D. You always have the option to get a tamed mount though. Have fun.

Dive down into the water. The is oil seeping from rocks on the bottom to the surface. You have to harvest those rocks with a metal(!) pickaxe.

That sounds more like graphics glitching to me, the ones I've seen are along the shoreline mostly and look like the normal Oil rocks for which you need an Anky or a Metal Pickaxe.

@wolfflow500 ive tried all the metal tools on it but nothing happens, im guessing now that it's probably just part of the biomes design like its tar or something

Those big rock formations are oil deposits.
