They haven't implemented it yet, but from the looks of alphas is going to look like something a 4-year old came up with :)
Taken directly from the dossier. Interpretation would dictate that the highest level Dire Wolf would be the "Alpha" and thus the pack would attack what the highest level Dire Wolf is attacking.
Much like how raptors will always attack a lower level tribe member over a higher level one, or attack a tribe member with a raptor egg when travelling as a group.

And the Pack parts seems to be working ...

why just add them its a small thing in the game and so cool

How / if the howl figures into that, or if the Alpha needs to be a male, is anybody's guess.
