I honestly think they should just remove the weight penalty. It's already mat expensive, smithy dependant, will cook you outside of the snow biome and is neutralized by water. It doesn't need a weight penalty.
Hide armor isn't just a "leather jacket". Take heavy hide and boil it in rendered fat, beeswax, or even water, and it gets harder than wood. You DO have to balance between hardness and brittleness, though. Look up "cuir bouilli" (boiled leather). It's TOUGH. It makes motorcycle leathers look soft and supple, and THOSE will protect you from road rash!
Here's an article about modern-day reenactors, who wear the stuff as ACTUAL armor, shedding blows from heavy rattan weapons (like getting hit with a baseball bat).
