That said, the Tek Transmitter is like a portable obelisk that you can put anywhere, to include under water. Now I know that is a bit steep, because you have to unlock tek first, but there is also an easier way.
Deep sea drops actually have the same tabs as an obelisk if you look closely into their inventory. There is a space for uploading and downloading dinos and items. They're a bit harder to find because they're not perminant structures, but you should be able to use them to get your water dinos from server to server. I occasionally use them myself for moving an injured tame from the other side of the map to a location closer to my base. It's just a matter of being patient and persistent enough to find them
