Item spawning: Quality attribute

So in a fit of boredome I've decided to spawn in some items to mess around a bit but I can't quite get a grip on how the Quality attribute works.

Say I want a pike. I type in:
GiveItemNum 140 (Item ID for the pike) 1 (The Quantity) 5 (The Quality) False (Spawn blueprint?)

Now, if I use this command three times in a row I can get a vast variability in quality. I've gotten Master Crafter once, a few Aprentice and Ramshackle and a ton of Primitive ones.
Putting the quality lower like, 2 I only get primitives and ramshackles. Is it really that random?

Yes it is. If I spawn in items I spawn in 5 of them and pick the one I want, then drop the rest.

one time while i was spawning stuff in singleplayer i got a quality called Forerunner which was better than ascendant it was removed in the next patch and no info about it is anywhere.

I've spawned in at least a couple hundred longneck BP's in order to get a really good one that was reasonably craftable.

setting the quality to 100 guarantees ascendant but the stats will still be all over the place. If you spawn in 10 guns you might get 2 that are higher than 600% and 2 that are lower than 200% with the rest in the mid ranges. That's right, you can get a 137% ascendant longneck, which would be objectively worse than a primitive one with how much it costs to repair.

other then they did a search for a key thing and found part of this that they found interesting and commented...kinda like this comment
