Buying the game multiple times is not a solution.
1) To be honest the thing is expensive enough that if you have a tribe big enough to farm the mats for it you probobly have enough engram diversity for it not to matter. If your Solo Player for it then consider it an engame reward for building up the ability to farm all that yourself.

Just hide the engram in your server config. The option already exists.
3) If your using the Ark Server Manager 3rd party utility, just uncheck the engram from the custom engram list.

the potential for exploit is extremely limited, and not in the direction you've imagined. it would be much more exploititive for a tribe to make up a bunch of tonics before going to raid and giving all all thier members 1000 hp, for instance.
It's serving its intended use. You need some crackers with your whine.
Also the tonic is not learned as an Engram (else yes, i would simply disable it), it is a crafting recipe similar to that of dye or jerky... meaning you dont even have to unlock it to make it. Just pop some mats in and presto - you're on your way to exploitville.
