Just make sure you are in the middle of a base build at a critical point where any attack would basically ruin your plans for a week or two. He will definitely spawn then.
First Alpha encounter we had was with 2 of us way up on the top of a northern mountain collecting metal. We suddenly started seeing death messages of our off-line tribesmen and dinos in our far southern base.
Had one guy able to reach a bed and teleport down to lead some dinos away, but we lost almost all our good gear and resoruces and all good dinos. This was before the alpha nerf and it ate thru stone like tissue paper.
that was the first week Alphas were introduced, and since then we have rebuilt and improved greatly.
Lately, we have had Alpha Rexes around the Blue Obelisk. We just kite then into the canyon there, and kill them with cross bows from above. Very easy with no risk to losing any dinos.
Let me tell you of a little place we call 'Alpha Alley'. Its a corridor of red tinted death and it is easily reached by boat, flyer, or on foot. It is the area extending in three directions where the waters intersect at Lat: 67, Lon: 50. At that exact spot you will be standing on a triangular island where you can see water going in three different directions. Build a small house with a bed. Put down LOTS of sleeping bags. Hop on your dino and start cruising up and down the coasts killing everything you see. I do this to level up my dinos and I will see between 1 and 3 different alphas per every three hours or so. If I am ever lacking in them, I stray into the forests a bit (there is a cave to the southeast and the 'Grand Peak' is north of the location. Be warned! Unless its dawn or dusk, it can be difficult to see the alphas until its too late!
