Ark Fjodrdur not downloading on Steam...

I am not sure if anyone else is having this problem, but when I try to download the Ark "Fjordur" DLC steam gets stuck on either patching or updating and the progress of the update resets. My other friend who plays ark also is having this issue...

Any help is appreciated!

64-bit operating system, x64-based processor
16,0 GB (15,9 GB usable) RAM
Intel(R) Core(TM) i7-9750H CPU @ 2.60GHz 2.59 GHz Processor
I am installing to an external hard drive with 200GB of space left
around 200mb/s wifi speed
Not connected to ethernet cable.

Can't download it too. I've past last 4 days to download, it has downloaded the update, then it has redownloaded the update to finish the installation, then a third time to validate and now I just tried to launch it and it has to download the update...I can't wait next month to have a finished install.
This game is a scam, I won't buy ark 2

My hardware is good enough I play ark for years with good quality and no lags and have enough space (checked before download begins). It is always the same issue when it comes to download a mod or an update.
I have a very slow connection so it is very long I could live with it if I had to download things only once, but sometimes I have to download things 4 or 5 times in a row so it is really downloaded

Power plan settings in windows on "high performance"?
Advanced power settings - select a sufficiently long time for the hard disk to turn off
Generally disable all power savings, this is nothing for a gaming pc or laptop

Slow and possible bad connection + spyware = problems

Before installing the official map Fjordur (Steam Shop), you should uninstall the mod map Fjordur (Workshop).
