it kinda defeats the purpose of putting something on pillars!~
Anyway,
Foundations on a high cliff, or like U did ceiling high on pillars shouldnt wipe the spawns of stuff way below it either, hopefully they fix the height issue too!
Fence foundations shouldnt block stuff 30 feet away either,
10 feet at most,

As for the elevation, I am not sure. I would have to believe that the circumference would act in all directions, so if the ceiling is high enough, it "theoretically" should not affect spawns.
It doesn't defeat the purpose at all. If ceilings on pillars did not block spawns, my bridges across rivers would be destroyed....
